Roles and Responsibilities
The Learner Support Service are the helpline assessment and payment body for
C2L. They:
- process applications
- make payments in advance towards the cost of; childcare to the childcare provider, and additional necessary travel directly to the learning provider on a monthly or termly basis
- provide a helpline for young parents, providers and advisers
- liaise with Connexions, Learning Providers, Re-integration Officers, Childcare Providers and Work based Learning Providers
- send attendance and performance monitoring data monthly to local Connexions Service Partnerships and LSC about young parents seeking support. Students agree that their data may be used for this. This is used in confidence by those supporting young parents or monitoring Care to Learn.

Connexions Services
Each Connexions Service has a nominated officer to co-ordinate C2L arrangements locally. All PAs should know who this is and how their local arrangements work. Connexions:
- support young parents with careers information and advice, helping them to find appropriate learning (education, training or WBL) and helping them find suitable childcare.
- respond to requests for support from young parents or agencies working with C2L
- help young parent complete registration/application forms and working with chosen learning and childcare provider to ensure forms are completed
- support the young parent as appropriate, during and after their courses, making contact again if a learning provider has identified a young parent is about to leave a course or has already left.
- check data about young parents, return amendments if applicable (e.g. if a young parent's circumstances have changed or if Connexions know about other young parents that have not yet registered)
Childcare Providers
- Respond to enquiries about childcare options from young parents or Connexions PAs (and other intermediaries)
- Help young parents to complete the C2L application forms by providing relevant information about childcare
- Sign the declaration linked to application forms to confirm that the arrangements claimed for are correct.
- Receive monthly payments in advance for childcare
- Notify the C2L Team if at any time the young parent stops bringing their child to the childcare for a period of unarranged absence
- Support and reassure the young parent as they learn and leave their child maybe for the first time
- Obtain a copy of the Code of Practice for C2L Childcarers from the website, and follow it when working with young parents in receipt of C2L.
Learning Providers
- Help young parents to find a suitable programme of learning to meet their needs
- Use all of the flexibilities available in the funding system to arrange and develop learning that is attractive, suitable and flexible for young parents.
- Help the young parent to complete the application form and provide relevant course information
- Sign the declaration in the application form confirming that the arrangements claimed for are accurate
- Verify that there is a child by keeping a copy of the birth certificate
- Submit returns to the C2L team to confirm that a young parent is still attending learning and therefore eligible for travel support
- Receive payments for young parents' travel and pass these on to them.
